Chief Executive Officer
Jose is the architect and foremost advocate of the Community in Space™ project. He sets the strategic direction of Caelus Partners, builds relationships globally, and serves our clients on multiple strategic dimensions. Jose is our agent of change in the most difficult challenges that the world has for the space domain and is driven by something greater than himself. Previous to this, Jose was an Infantry Officer in the US Army. His experience leading multiple complex and diverse organizations to achieve success in volatile, uncertain, challenging, and ambiguous situations around the world in the classified and open source environments within the US military is now being applied to the challenge of commercializing space globally. He has provided vision and direction to strategic and operational teams to work across different cultures and to understand fragmented stakeholder motivations to arrive at optimal solutions, something critically needed in developing the economic engine for the space domain. He has managed strategies worth hundreds of billions of dollars that impacted millions of individuals in the United States, its military, and overseas. He has led change efforts to fundamentally transform critical aspects of communities to help them thrive and prosper.
Jose holds a Master of Science in Joint Campaign Planning and Strategy from the National Defense University (Joint Advanced Warfighting School). He also has a Bachelor of Science in Education and Bachelor of Arts in Mathematics from the University of Massachusetts.
Micah leads all operational aspects of Caelus Partners’ business and the Community in Space™ project globally, manages resource alignment and prioritization, and ensures efficient and effective operations. His work is focused on creating partnerships and frameworks that support the economic development needed on Earth to ultimately build the Community in Space. In his previous role as Director of Research and Analysis at the Space Foundation, Micah led development of all research projects and publications. This included 11 editions of the Space Foundation’s annual flagship publication, The Space Report: The Authoritative Guide to Global Space Activity, which is used as a reliable and informative reference source by space agencies, policymakers, industry executives, and the media throughout the world. He has also authored papers on space-specific topics such as the impact of export controls on the U.S. space industrial base, and cross-sector subjects such as the role of space technology in aviation. As a leading expert on the global space economy, Micah has been quoted by The Wall Street Journal, Financial Times, National Public Radio, Space News, ABC News, Bloomberg, Entrepreneur, The Economist, and many other media outlets.
Micah has a Master of Arts in International Science and Technology Policy (with concentrations in space policy and security policy) from The George Washington University’s Elliott School of International Affairs. He also earned a Bachelor of Arts from Swarthmore College, where he double-majored in Astronomy and Political Science.
Chief Financial Officer
Kelsey is responsible for the financial management of Caelus Partners as well as financial analysis and decision-making support for our clients. For Community in Space™, she secures and directs resources to where they are needed. Previously, Kelsey was a Principal at the global management consulting firm, A.T.Kearney, where she served leading global companies in science-driven, highly regulated industries. Her consulting practice focused on multi-dimensional growth strategies and business transformation. Kelsey has built bridges for effective collaboration with teams from around the world in developed and emerging economies and with cross-functional representation. She has worked with multi-billion-dollar companies with established leadership positions in their industries, early-stage companies with great potential, and nonprofits seeking to create change. She has tackled complex and challenging programs to consistently deliver impact above target that drove higher levels of performance and competitiveness of her clients. She is a transformational leader with a strong foundation in strategic thinking and analytical capabilities in complex financial modeling, valuations and innovative value creation.
Kelsey has a Master of Business Administration from The Wharton School at the University of Pennsylvania and a Bachelor of Science in Engineering, with a major in Bioengineering, from the University of Pennsylvania.

Robert E. Weigend, Jr.
Robert provides guidance and leadership for both general activities of Caelus Partners as well as for specific projects and ventures. He has a lengthy involvement with the space industry, serving in various capacities over the years ranging from litigator and lobbyist, to journalist and corporate executive. Previously, he held positions at such organizations as the Communications Satellite Corporation (Comsat), Satellite Communications Magazine, Schnader Harrison Segal & Lewis law firm, Telematics and Informatics Journal, and various other lobbying firms, law firms and companies. Besides serving as an Advisor to Caelus Partners, he also currently serves as the Corporate Secretary of Eutelsat, Inc. in Washington, DC. He is dedicated to the advancement of space commercialization and exploration.
Robert has a Juris Doctor degree from the University of Wisconsin School of Law, and a Bachelor of Arts (Political Science) degree from the University of Wisconsin-Milwaukee.
Stephen advises on all cybersecurity-related matters and supports our relationships with earlier-stage companies and members of the associated investment community that are navigating a path to success in the changing space economy. Stephen draws on his experience as both a US Army Infantry Officer and member of the Army’s fledgling Cyber Corps. His experience ranges from leading numerous combat patrols in highly uncertain environments to managing millions of dollars in assets across language and cultural barriers to designing the strategy that drives how cyber units build and maintain proficiency in rapidly changing environments. His experience in both strategy and application gives him the perspective required to tackle highly complex, diverse problems and engage a wide audience of stakeholders.
Stephen has a Master of Business Administration from the University of Illinois Urbana-Champaign, a Master of Engineering from the University of Illinois Chicago, and a Bachelor of Science in Electrical Engineering from the United States Military Academy at West Point.
John supports our relationships with earlier-stage companies and members of the associated investment community that are navigating a path to success in the changing space economy. He draws on a unique skill set developed over a long career of resolving disputes and advising stakeholders regarding the probabilities and prospects of various courses of action. He is currently a practicing attorney specializing in consumer and workplace class action litigation at Finkelstein, Blankinship, Frei-Pearson & Garber, LLP, where his practice routinely requires assessing the value of potential claims, as well as complex negotiations with multiple invested stakeholders regarding the strength of those claims and the appropriate way to litigate those claims. Prior to his career in the law, John both worked at and analyzed early-stage, high-growth companies. He reviewed seed- and angel-investment proposals in a wide variety of industries (including nanotech, logistics, and agriculture) on behalf of a network of angel investors.
John earned his Bachelor of Science in Economics -- with a concentration in entrepreneurial management -- from The Wharton School at the University of Pennsylvania, as well as a Master of Arts in Chinese from the University of Pennsylvania’s Graduate School of Arts and Sciences. John earned his Juris Doctor from New York University School of Law.
Alasdair is an expert in supply chain integration and international business development, supporting Caelus Partners’ efforts to increase the space industry’s efficiency and effectiveness, both within and across national borders. Alasdair is a widely experienced entrepreneur, technologist, and business leader. He is currently the CEO of Tricorn, a specialist software company servicing productivity improvements to the precision manufacturing sector. Prior to this role, Alasdair led BOXARR (an enterprise software company) to significant growth, including sales success with a number of the world’s most prestigious organisations. He guided the company through scale-up challenges and negotiated two Pre-Series-A VC-backed fundraises. Alasdair is passionate about technology and is dedicated to ensuring it delivers definitive and measurable business value.
Alasdair qualified as a Mechanical Engineer with an International Diploma in Advanced Aerospace Studies (ECATA). Alasdair is a Chartered Engineer and a Fellow of the Institution of Mechanical Engineers.
